Note: Values for states are calculated as the customer-weighted averages of utility-level SAIDI. Each utility's reported value is weighted by its number of retail electricity customers in that state. Data covers distribution-level outages only.

What this data measures

The System Average Interruption Duration Index (SAIDI) by state, excluding major event days. SAIDI measures the total minutes of electrical interruption that the average customer experiences in a year. Lower values indicate more reliable power delivery.

How this data is constructed

SAIDI data are reported by electric distribution utilities through the EIA Form EIA-861 Reliability Supplement, collected annually since 2013. The EIA aggregates utility-level reports to state totals weighted by customer count.

Major event days — typically severe weather — are excluded using the IEEE 1366 standard method. This gives a view of "normal" reliability without the distorting effect of rare catastrophic events.
